1 General

1.0.1 This code has been formulated to ensure that the design of seawater desalination works for power plants is safe,reliable,technically advanced,cost-effective,and eco-friendly.

1.0.2 This code applies to the design of reverse osmosis and distillation seawater desalination systems for fossil fuel power plants and nuclear power plants.

1.0.3 The design of seawater desalination systems of power plants shall comply with the capital construction policies of the state and reflect the economic and technical policies of the state.Proper processes shall be selected based on project-specific features,with the purpose of conserving resources,protecting environment,improving working conditions,and improving cost effectiveness.The system selected shall be easy to install,operate and maintain.

1.0.4 Seawater desalination system shall be selected through techno-economic analysis on the basis of factors such as construction conditions,water supply reliability and stability requirements for the power plant,project investment and water production cost and environmental protection requirements,and the following principles shall be observed:

1 The seawater desalination process and parameters shall be determined according to such factors as the main process system of power plant,external conditions,water consumption,and water quality requirements;

2 Different desalination processes can be combined to reduce energy consumption and production cost,facilitate operation management and maintenance,and reduce emission.

1.0.5 The main parameters of the seawater desalination system,such as steam parameters,gained output ratio,recovery ratio and unit capacity,shall be determined through techno-economic analysis according to project-specific conditions.

1.0.6 The discharge water quality of the seawater desalination system shall comply with the provisions in relevant current national standards.

1.0.7 The layout of seawater desalination station shall be determined on the basis of factors such as locations of water(steam)source,product water consumption points and water discharge point,and shall meet the overall planning requirements of the power plant.For a seawater desalination station to be constructed in phase,conditions for expansion shall be considered in design.

1.0.8 The design of an expanded or modified seawater desalination station shall make proper use of the existing buildings and water treatment facilities.

1.0.9 The design of seawater desalination works for power plants shall also comply with provisions in relevant current national standards in addition to the provisions of this code.
