Foreword

This code was completed by China Mobile Group Design Institute，Co.，Ltd.and relevant institutions according to the requirements of Document JIAN BIAO〔2011〕No.17 issued by the Ministry of Housing and Urban and Rural Development-″Notice on Printing the Development and Revision Plan of National Engineering Construction Standards in 2011″.

In preparing this code，the drafting team conducted in-depth research and investigations，conscientiously reviewed the application and development of submarine optical cable communication technologies，solicited opinions from relevant organizations and experts nationwide，and consulted many relevant domestic and international standards and regulations before finalizing the draft.

This code comprises eleven chapters with main contents as follows:general provisions，terms and symbols，inspection of equipment and materials，preparation for cable installation，installation and testing of land cable and sea earth system，installation and testing of submerged plant，installation of landing station equipment，testing of terminal station equipment functions and performance，testing of function and performance of submarine optical cable system，project documentation，and project acceptance.

The Ministry of Housing and Urban-Rural Development is in charge of the administration of this code；the Ministry of Industry and Information Technology is responsible for its routine management；and China Mobile Design Institute Co.，Ltd.is responsible for the explanation of specific technical contents.During the process of implementing this code，users'feedback and suggestions，whenever necessary，can be provided to China Mobile Group Design Institute Co.，Ltd.（Address:16 A，Danling Street，Haidian District，Beijing，China，Postcode:100080）and such will be used as reference for future revision of the code.
