1　General Provisions

1.0.1　This specification is applicable to the design of WCDMA digital cellular mobile communications system and serves as a reference specification to the design of other mobile communications networks.The network organization and allocated frequency bands should be implemented in accordance with relevant regulations.

1.0.2　Contents of telecommunications infrastructure related to national security shall be implemented in compliance with relevant national regulations.

1.0.3　Engineering design must be carried out based on national policies on infrastructure construction and technical economy，and shall be complied with relevant national technological systems and standards with due consideration given to Chinas communications development situation and rational utilization of frequency spectrum resources.

1.0.4　Characteristics of HSPA technology and networking are incorporated into the radio access network in the preparation of this specification，excluding the detailed design of service platform.Modifications and amendments will be made to this specification along with technology development and network evolution.

1.0.5　During the engineering design process，it shall be undertaken to reasonably allocate network resources and meet the demands of an increasing number of subscribers and service development，which need comprehensive survey and forecast of subscriber demands and operation maintenance，careful consideration of corrections and optimization of mobile data service model on the network architecture，capacity and QoS.

1.0.6　Engineering designer shall consider national policies and regulations on energy saving，emission reduction，land use，energy and raw material consumption，environmental protection and landscape reservation.Existing infrastructure shall be fully used and shared.

1.0.7　Telecommunication equipment in the engineering design shall be issued"Network Access License for Telecommunication Equipment"by the Ministry of Industry and Information Technology.

1.0.8　Be in accordance with the Seismic fortification requirements in the construction of telecommunication network，which would be deployed in areas where seismic fortification intensity is 7 degrees or above，Telecommunication Equipment Shall meet the requirements of Specification for Seismic Test of Telecommunications Equipment YD 5083.

1.0.9　In case of any conflicts between this specification and related national standards/specifications，the latter shall prevail.

1.0.10　When it would be difficult to implement certain provisions of this specification in special circumstances，a full account of the reasons and alternative solutions shall be submitted to the competent authorities for approval.
