5 Siting

5.0.1 The siting of power plants shall comply with the following requirements:

1 The siting of a power plant shall accommodate the requirements of power planning,urban-rural planning,land-use planning,fuel and water supply,transportation,power grid connection,cogeneration and heat supply piping network planning,environmental protection and soil and water conservation,airport clearance,military facilities,mineral resources,cultural relics protection,landscape/famous scenery and ecological protection as well as drinking water source protection.

2 The site of the power plant shall be selected from an overall view in an effort to keep in harmony with the neighboring agricultural activity,industrial and mining enterprises,national defense facilities,residential living,heat customers and power grid,and the impacts on regional economy and society shall be analyzed and demonstrated.

3 The siting of the power plant shall be subject to techno-economic comparison,economic benefit analysis and comprehensive demonstration and assessment,taking into account the grid structure,electrical and heat loads,central heat supply planning,coal supply,water sources,traffic,fuel and large equipment transportation,environmental protection,ash handling,outgoing line corridors,heat supply pipelines,topography,geology,earthquakes,hydrology,meteorology,land use and relocation,construction,and impacts of adjacent enterprises on the power plant.

4 An enterprise's self-supply thermal power plant should be sited close to the heat and electrical load center of the enterprise,and shall be subjected to overall planning at the siting stage of the enterprise.

5 The thermal power plant should be sited close to the heat load center of the customers.

5.0.2 In the siting of the power plant,the water source shall comply with the following requirements:

1 The availability of reliable water sources must be fixed.When determining the water supply capacity of the water source,the water consumption for local agricultural,industrial and residential use and the impacts of hydropower and water conservancy planning on change of water sources shall be understood.

2 If once-through water supply system is employed,the power plant should be close to the water source.The impacts of water intake and discharge on the water area navigation,environment,aquaculture,ecology,and urban domestic water shall be considered.

3 The location of water intake shall comply with the relevant requirements.When the power plant takes a river as the water source,the water intake shall be located at the river bed section that is stable all the year round,and shall not be affected by sediments,grass and wood pieces,icicles,floating wastes,and discharged water return flow.

4 When groundwater is intended to act as the water source,it shall be necessary to carry out hydrogeological exploration according to the requirements of current national and power industry codes for hydrogeological investigation of water supply and develop the hydrogeological exploration assessment report which shall be subject to approval of the relevant water resources administration authority.

5.0.3 In the siting of the power plant,the natural conditions at the plant site shall comply with the following requirements:

1 The power plant site shall be kept clear of crag area,landslide area,karst development area,debris flow area,and seismogenic fault belt.If it is impractical to avoid the geohazard-prone areas,it shall be necessary to carry out danger assessment in terms of geological hazards at the siting stage in order to comprehensively assess the degree of geological hazards and propose comments on the suitability for construction of the power plant,and necessary precautions shall be taken.

2 The siting of the power plant shall allow economical and intensive land use,and non-arable lands and badlands should be utilized while minimizing the demolition and resettlement.

3 The power plant in mountainous areas should be sited on flat slopes or hills,avoiding destroying the existing drainage system,forests,and vegetations.Moreover,high filling and deep excavation work shall be avoided so as to minimize the workload of earthworks and protection.

4 The power plant should be sited at the windward side of the all-the-year-round minimum frequency wind direction of the neighboring urban residential areas and residential water source areas.

5.0.4 The site elevation and the top elevation of flood and waterlogging protection embankments for the power plant shall be determined according to the following requirements:

1 The site elevation shall be higher than the 50-year flood level.If the site elevation is lower than the above level,the plant area must be provided with flood(waterlogging)discharge trenches,flood(waterlogging)protection embankments,water retaining walls,or other reliable flood(waterlogging)prevention facilities,which shall be completed once for all at the preliminary stage of the project according to the planned capacity.

2 The design elevation of the outdoor ground floor in the main power building area shall be 0.5 m higher than the 50-year flood level.The elevation of other areas in the plant area shall not be lower than the 50-year flood level.If the site elevation is higher than the design water level but lower than the wave height,the following measures may be taken:

1)Flood discharge channels shall be provided outside the power plant;

2)Fully functioning drainage system shall be built in the power plant area;

3)Wave retaining walls shall be built,the top elevation of which shall be determined based on the wave height.

3 For the power plants built close to river and lake,the top elevation of flood protection embankment shall be 0.5 m higher than the 50-year flood level.If the power plant is likely to be significantly influenced by wind,wave and tide,the wave run-up with a return period of 50years shall be added.The design of the flood protection embankment shall be subjected to approval by the local water conservancy authority.

4 For the power plants located at sea beach,the top elevation of flood protection embankment shall be determined to be the 50-year high water or tide level plus the wave run-up of 1% accumulative frequency recorded within 50years of return period and 0.5 m freeboard.

5 If the power plant is to be built in the area where potential waterlogging is the major risk,the top elevation of embankment for waterlogging prevention shall be determined to be the 50-year design waterlogging level(when it is difficult to determine,the highest waterlogging level in history shall be adopted)plus a 0.5 m freeboard.If flood drainage facilities are available,it shall be determined according to the design waterlogging level plus a 0.5 m freeboard.The embankment shall be completed once for all at the preliminary stage of the project.

6 For a power plant in mountainous area,measures for torrent prevention and drainage shall be taken into consideration.The flood prevention and drainage facilities may be designed according to mountain torrent with an occurrence frequency of 1%.

7 The flood control standard of the enterprise's self-supply thermal power plant shall be suited to that of the enterprise.

5.0.5 In the siting of the power plant,the geological conditions of the plant site and its surrounding areas shall be investigated and surveyed to provide basic data for siting the plant site and addressing the geotechnical engineering problems.If the geological conditions are satisfactory,the buildings and structures should use natural foundations,and the main power building and heavy-load bearing buildings(structures)shall be arranged on sections with a high bearing capacity.

5.0.6 The seismic fortification intensity of the power plant may be determined according to the basic seismic intensity as specified in the current national standard GB 18306 Seismic Ground Motion Parameter Zonation Map of China.For areas where seismic fortification intensity zoning is already available,the seismic resistant measures shall be determined according to the approved seismic fortification intensity or design seismic ground motion parameters.

5.0.7 In the siting of the power plant,the ash yard shall be selected taking into account the comprehensive utilization of ash.The design of ash yard shall comply with the following requirements:

1 The ash yard should be close to the power plant area and should make full use of adjacent valley,depression,tidal flat,subsidence area,and abandoned pits.The use of multistage ash conveying should be avoided.

2 The ash yard shall be kept clear of local water source area or the planned water source conservation areas.Prevention measures must be taken against pollution of atmospheric environment,surface water and ground water,and the local environmental protection requirements shall be satisfied.

3 The ash yard to be constructed in the valley shall be sited in areas with topographic conditions that allow the minimum damming quantity and easy arrangement of flood prevention and discharge structures.Provision shall be made to protect the residents of adjacent villages from hazards of ash water from the ash yard and to prevent the flood discharge structures of the ash yard from adversely affecting the downstream areas during the flood discharge period.The local existing flood prevention facilities shall be fully utilized.Sufficient damming materials shall be available,and the dam shall be constructed with ash by stages as practical as possible.

4 When the conditions for comprehensive utilization of ash are not yet made available,the total storage capacity of the ash yard at preliminary stage shall be sufficient to store fiveyears of ash amount generated.The total storage capacity of the planned ash yard shall be sufficient to store ten years of ash amount generated.

5 If a portion of ash generated is utilized,the total storage capacity of the ash yard shall be determined by deducting the ash amount so utilized.If all the ash generated is utilized,the ash yard shall be selected based on the ash amount generated during the possible maximum duration when the ash utilization is interrupted.

5.0.8 The siting of a power plant shall be planned from an overall view according to the system planning,the direction,voltage level and number of circuits of outgoing transmission lines,adjacent landform,topographic feature and barriers as well as the planned capacity of the power plant,and shall avoid crossing each other.High voltage transmission lines shall be kept away from key facilities and should not cross buildings.If unavoidable,there shall be adequate protection distance between them.

5.0.9 The layout and planned corridor of heat supply pipeline shall be kept in harmony with the plant overall planning,and shall not affect the transportation,extension and construction conditions of the plant area.

5.0.10 In the siting of the power plant,the fuel transportation mode of the power plant shall be determined according to the transportation conditions around the plant site through techno-economic comparison.

5.0.11 The siting of a power plant shall be in strict accordance with applicable national environmental protection laws and regulations.The environmental pollution resulting from emission of dust,waste gas,waste water,ash from the power plant shall be reduced to the minimum taking into account the meteorological and topographic conditions.In addition,the mutual influence between the waste gas,waste water,ash discharged from the power plant and other enterprises shall be taken into consideration.

5.0.12 The siting of the power plant shall be subject to the approval or ratification documents issued by the relevant authorities mainly regarding land use,fuel and water supply,railway transportation and connection,highway and wharf construction,transmission line and heat supply piping network,environmental protection,urban planning,airport,military facilities and cultural relics.
