6.2　Radio Access Network Qos Indexes

6.2.1　Wireless connectivity shall be ensured at 90% locations of UE within the coverage and for 99%of the time.

6.2.2　Without considering the impact of wireless connectivity，the call loss rate of wireless circuit channels shall not be greater than 5%，and 2% for high-traffic density areas.When considering the impact of wireless connectivity，the actual call loss rate may be calculated according to Formula 6.2.2:

Where，Fu is the wireless connectivity；r% is the call loss rate.

6.2.3　BLER of each service should be in accordance with the following requirements:

1　Voice calls:≤1%；

2　CS64K data:≤0.3%；

3　PS data:≤10%；

4　Other service indexes shall be determined according to specific engineering criteria.

6.2.4　WCDMA cell edge rate should be in accordance with the following requirements:

1　Downlink CS64 kbps throughput rate shall be provided；for low traffic areas，the cell edge access rate shall be at least CS12.2 kbps；

2　At cell edges covered by HSDPA or HSPA+，the downlink speed should not be lower than 128 kbps.
