6.3 Design of Radio Access Network Coverage

6.3.1 Wireless coverage design shall meet the following requirements:

1 Network indexes shall comply with relevant national technical requirements;

2 Coverage shall include target service area of mobile communications network;

3 The coverage shall ensure a balanced between network utilization rate and communications quality;

4 Pilot carrier pollution shall be under the specified tolerance limit;

5 Reasonable handover areas shall be designed.

6.3.2 Wireless coverage design shall abide by the following principles:

1 Desgn shall be made in accordance with rules of cellular structure;

2 A unified plan shall be made and implemented step by step;

3 Service diversity shall be taken into consideration;

4 Reasonable network loads shall be set;

5 Indoor and outdoor coverage shall be considered as a whole and construction shall be carried out in a well-coordinated manner.

6.3.3 Wireless coverage design shall include the following contents:

1 Analyzing network status quo and summarizing network coverage and quality issues;

2 Determining target coverage area and requirements for network capacity,coverage and quality of the mobile communications network;

3 Looking at existing traffic distribution,predicting traffic distribution within the coverage area and determining the service model;

4 Selecting propagation model and calculation of propagation loss;

5 Preparing the preliminary Node B layout proposal;

6 Carring out system simulation and performing coverage forecast and capacity estimation;

7 Finalizing design scheme.

6.3.4 In the wireless coverage design,antenna type shall be selected in accordance with the principle of meeting coverage requirements and minimizing interference.In engineering design,the elevation,directional angle and tilt angle of the antenna in each cell of the Node B shall be determined rationally.

6.3.5 Distributed base stations,outdoor small BS,repeater,micro Node B,indoor coverage system,and tower-mounted amplifier may be used to meet the coverage or capacity requirements,esp.for blind or weak areas.

6.3.6 For arterial traffic lines of high-speed railway,motor train unit and passenger transport line,terrain,moving speed and train body loss shall be considered to ensure satisfactory service for on-board passengers.

6.3.7 When deploying Node B,the rational power ratio shall be set.

6.3.8 For existing GSM networks,the following should be considered:

1 Coordinated development of GSM and WCDMA;

2 Within WCDMA coverage,continuous coverage shall be guaranteed to avoid frequent handover to GSM network;

3 The handover between WCDMA and GSM shall be set at areas with low traffic,data throughput and handover probability;

4 Rules for GSM/WCDMA interoperability shall be prepared to construct WCDMA network reasonably.

6.3.9 At provincial borders,besides performing coordination of the distribution of scrambling code sets,engineering measures shall be taken according to borders specific situation to have sound control over the wireless coverage areas within the proximity of border zones so that the wireless coverage and administrative jurisdiction remain consistent.To avoid conflicts of scrambling code planning along provincial borders and indoor and outdoor coverage areas,certain amount scrambling code resources shall be reserved for BSs within provincial border zones and indoor coverage stations.

6.3.10 In areas close to national boundaries,the design of wireless coverage must comply with provisions contained in the bi-lateral agreement between the bordering neighbor countries.Necessary engineering measures must be carried out for a sound wireless coverage design to cover border zones lacking a bi-lateral agreement,otherwise.
